Board of Directors
The Lan Su Chinese Garden is directed by a Board of Directors. Board members are volunteers from the community who share a personal commitment to the mission of the Lan Su Chinese Garden.
The Board of Directors approves and evaluates the Garden’s long-term plans, determines the goals and provides financial oversight. The Board works with the executive director to accomplish the Garden’s goals.

Retired, Director of Vancouver Parks & Recreation
David Judd serves as Chair of the Board of Lan Su Chinese Garden, has served as a board member since the garden’s opening in 2000 and has a long history with the garden. David is a community volunteer and activist, serving on several other community boards and volunteering on various community projects. Before his retirement in 2008, he was Director of Clark County/City of Vancouver Parks, the consolidated park system for Clark County, WA.
Prior to that he served as Deputy Director of Portland Parks and Recreation from 1990 to 2003. During that time, one of his duties to serve on the Mayor’s Committee overseeing the construction and operating plan for Lan Su Chinese Garden.

His practice is a blend of employment litigation (wrongful discharge, discrimination, trade secrets, retaliation, wage and hour class actions), labor law (unions, labor negotiations, NLRB practice, strikes, unfair labor practices), and advice (consultation, training).
Victor received his J.D. from Temple University, James E. Beasley School of Law, an M.A. from the School of Labor and Employment Relations, University of Illinois, and a B.B.A. from the University of Iowa.

Linda has over 30 years of experience as an organizational leader with an emphasis on development. She has worked in a variety of settings, both as agency director and as consultant. In August 2010 Linda returned to consulting after serving as the first executive director of the Portland Parks Foundation for nearly eight years. Linda has a passion for start-up non-profits and also served as the first director of the Oregon Jewish Museum.
Linda has traveled extensively, pursuing cultural understanding, natural wonders and artistic treasures. She has been a regular visitor to Lan Su for many years and welcomes the opportunity to serve on the board.

Kathy MacNaughton is the CRS Owner + Principal Broker for the MacNaughton Group and has more than 32 years as a real estate broker in Portland. Kathy is active in the community and has been a board member for Lan Su Chinese Garden since 2010.
Additionally, she has served as a board member and president of the Oregon chapter of The Nature Conservancy, board member and treasurer of the Portland YWCA, board member of the Equity Foundation and Planned Parenthood, Columbia Willamette.

Lili Yeo has twelve years of experience in consumer marketing with Fortune 200 companies. She leads cross-functional teams to create market-relevant, profitable solutions for her clients from Europe to Asia and North America. Lili holds an MBA from the Institute of Management Development (IMD), a BA in International Marketing from the University of Washington and a Certificate from Beijing University. She was also a guest lecturer at the Tianjin University of Finance and Economics on topics of International Marketing, International Trade and Cross-Cultural Communication. Lili speaks five languages, including Mandarin Chinese, Spanish and Tagalog.
